Secret Report of the German Embassy in Sofia to the Supreme Agency for Imperial Security regarding the deportation of Bulgarian Jews. Sofia, April 5, 1943. ... [explains what have happened so that Bulgarian Jews could not be deported] 2. ... On March 9 (1943) the Minister of Interior, without the participation of the Commissar on Jewish Affairs, ordered all Jews located in camps in Bulgaria-proper to be liberated. ... 6. Keeping in mind these circumstances the result achieved so far -- the deportation of 11 343 Jews -- can be regarded as positive. Information of the Security Service to German Ministry of Exterior regarding the unwillingness of King Boris III and Bulgarian government to surrender Bulgarian Jews for deportation. After the deportation of 11,500 Jews from the newly acquired Bulgarian territories, the remaining in Bulgaria-proper 51,000 Jews constitute a significant danger in the back of German defensive forces in South-Eastern Europe. The most important argument of King Boris III against their deportation is the necessity these Jews to be used in Bulgarian labor duty [Note: the Jews from the above mentioned territories were not Bulgarian citizens and therefore could not be mobilized for labor duty]. So far there are 5,000 Jews mobilized in this labor duty. We have information that Bulgarian government intends in near future to mobilize 8,000 Jews more, which means that in short period of time the whole adult Jewish population would be involved in the labor duty. Practically this means that the whole Jewish population will remain in Bulgaria, because in deporting Jews to the East separation of families is undesirable and does not correspond to the requirements of the Final Solution. ... In conclusion, it can be stated that Bulgarian government transparently uses the so called labor duty of Bulgarian Jews solely as a pretext against the desired by us deportation. ...
