Article: "A Past War`s Sharp Echoes"

I found an article: "A Past War's Sharp Echoes" in the 01.May.1995 issue (UK version) of Newsweek. It draws a parallel between the events of 1913 (The Second Balkan War) and the current events in the Balkans. The article mentions the reissue of the Carnegie Report under the title "The Other Balkan War" (418 pages. The Carnegie Endowment. $15.95)

The reason, I decided to draw attention to this article is the picture and the caption which says: "Rare show of kidness: A Bulgarian soldier comforts a dying Turk during the 1913 war". I have scanned the article...
