The main objectives are: (i) improvement of the east-west road connections to Albania and to Bulgaria, with particular emphasis on transit arrangements for the former Yugoslav Republic of Macedonia traffic in the port of Durres and the upgrading of the border crossing procedures and facilities; and (ii) development of the transport sector through the application of policies that promote efficiency. Description 2. (i) Policy Development: (1) The project would include a satisfactory agreement between the former Yugoslav Republic of Macedonia and Albania regarding the arrangement for the former Yugoslav Republic of Macedonia transit traffic through the port of Durres and the road border at Cafasan. (2) Technical assistance to the Ministry of Transport to improve the institutional, managerial and professional capacities. (3) Studies regarding: (i) the future likely role of and investments in the railways; (ii) road traffic safety. (ii) Investments: Road rehabilitation and modernization of about 60 km of the existing main east-west road. Physical facilities of the border crossings. Materials (mainly bitumen) and equipment for road maintenance. Dedicated warehouse and storage facilities for the former Yugoslav Republic of Macedonia in the Port of Durres. (iii) Agreements on: 1994 transport sector investment program. ERR requirements for transport investments. non-subsidized transport fuel prices Implementation 3. The Transit Agreement would be prepared and administered by an agency yet to be identified. Other project components would be implemented through the Highway Administration, the border crossings and the transit facilities in cooperation with the Customs Administration. The railway study would be carried out directly by the Ministry of Transport. Cost and Financing 4. Project cost is estimated at US$60 million. Bank/IDA financing of US$20 million is foreseen.
